This is the popular Briggs Throttle bracket set it is designed to have your throttle cable in two pieces to easily remove your engine with out having to take the throttle assemble off the carb.
This also serves another purpose if you look close at the pictures. With this bracket setup you can not only split the throttle cable into 2 pieces but you can add the cable stop to control your idle off this bracket so your low idle screw is not block air flow in your carb opening. Get your carb that tiny extra bit of air.
